I'm surprised that I haven't seen this before.  This list really is the Bible of JRPG design (I thought it was generally accepted that CRPG stands for computer RPG?).  It might be fun to think about notable exceptions to these rules.

Here's one:

If the hero comes from a rich and powerful family, it will have fallen on hard times and be broke and destitute by the time the game actually starts.

In Suikoden V, the prince is banished from Falena early on, but you spend the first few hours of the game experiencing his life of privilege.  This was a smart design choice: When the prince's life is upended, you share in his shock.
