Hi,
I found this entry on Amazon Japan:

If anybody here can decipher the Japanese, can you tell me if this is a strategy guide? I'm actually looking for an artbook.

The katakana refers to a "Complete Guide", so I'm pretty sure that's a strategy guide.

For what it's worth, Japanese guide books are generally very generous when it comes to showcasing art. If an art book doesn't exist, you should seriously consider getting one of the guides.
According to Nintendo's site, there are four guide books for this Fire Emblem:

The first one listed, from Nintendo Dream, is the largest with 448 pages and apparently features an "Illust Gallery." I have a few Nintendo Dream guides, and they've had plenty of official art. I can also vouch for Shogakukan guides (the last one listed), though I'm not sure if theirs features an art gallerty.
I do NOT recommend the Enterbrain one based on past experience. They're cheaply made and never have as much content as their competitors' guides.
