Is this just talking about Redbook audio tracks, or is there something I'm missing here....?

Yeah, that's...kinda ridiculous.
It's as if whoever edited that article is working under the assumption that the Saturn, being a CD-based system, doesn't have sequenced music. Well, let's see... Radiant Silvergun? Shining Force 3? Shining the Holy Ark???Yep, that article needs an edit, and fast.

SSF does kinda exist, but I don't think Neill's done any work on it since he initially started fooling around with it. The author of that article seems to believe all non-CDDA tracks on Saturn are in the easily extracted XA format (note here: http://en.wikipedia.org/wiki/Video_game_music#Popular_sound_formats_by_system ).

Maybe someone already did and we aren't aware of it?

Possibly. The Japanese emulation scene usually keeps to itself. If so they'd probably have to have done their own work from scratch though, because I don't think the source was ever released.
